RFP 2022-LIB REQUEST FOR PROPOSALS TO PROVIDE CONSTRUCTION SERVICES FOR THE EXPANSION OF THE BRASELTON LIBRARY - BRASELTON, GA- CLOSED -
The Town of Braselton seeks proposals from General Contractors to provide construction services for alterations to and expansion of the Braselton Library. The project includes minor alterations to the existing 7,420 sf library space including new interior room enclosures for a manager’s office and study rooms and interior entry to the proposed addition. The proposed 8,166 sf, two-story addition is sited to the west of the existing building. The addition will house the children’s collections and activities as well as the young adult area, and a second-floor large meeting room for the community. Parking lot expansion, a children’s garden, and stormwater management are also included the project scope. As a result of this RFP, the Town of Braselton intends to enter into a contract with the selected Contractor to supply the construction services noted.
However, this intent in no manner obligates the Town of Braselton to any services offered until a valid written contract is fully executed by both parties. The Town of Braselton reserves the right to reject any or all proposals in whole or in part, to award any item, or total proposal, and to waive informality or technical defects, if it is deemed to be in the best interest of the Town of Braselton.

A mandatory Pre-Proposal Conference will be held at the project site at 9:00 AM on Tues, 15th February 2022. Interested Contractors will meet at the parking lot of the Braselton Library at 15 Brassie Lane, Braselton, GA 30517.
Questions regarding the proposal process, scope of work, clarifications, etc. should be directed via email to the Architect as an RFI. Requests for Information must be received by the Architect no later than 5:00 PM, Friday, 25th February 2022. Responses to all RFIs shall be posted as an addendum no later than Wed, 2nd March 2022.
Proposals must be submitted in a sealed envelope with 4 print copies of the completed Proposal and Qualifications Form, 4 print copies of the Proposal Tabulation Form, and one thumb drive or CD containing a digital pdf file of these two forms in addition to the information requested in section 4 of the Proposal and Qualifications Form.

All proposals must be received for review and evaluation no later than 11 AM on Wed, 9th March 2022. Proposals received after this deadline will not be accepted.
Proposals will be evaluated by a committee of Town of Braselton and Piedmont Regional Library staff and the Architect based upon qualifications and pricing. The contract shall be awarded to the Contractor evaluated to be the most responsible and responsive, at the discretion of the committee.
Contractors will be allowed to withdraw their proposal at any time prior to the deadline for receipt of proposals. The Contractor must submit a written withdrawal request signed by the Contractor’s duly authorized representative.
No proposal may be withdrawn within sixty (60) days of the date of the proposal opening. Should there be reason why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Town of Braselton and the Contractor.

Sealed bids will be received by the Town of Braselton, Georgia (OWNER), for furnishing all materials, labor, tools, equipment, and any other miscellaneous items necessary for the construction of the Mulberry River Stream Restoration Project in Braselton, Georgia.
A mandatory Pre-Bid Conference will be held at 2:00 p.m. local time on October 28, 2021, at Town of Braselton Public Works Building, 4986 Highway 53, Braselton, Georgia 30517. Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are required to attend and participate in the Conference in order to be eligible to submit a bid. ENGINEER will transmit to all prospective Bidders of record such Addenda as ENGINEER considers necessary in response to questions arising at the Conference. Oral statements may not be relied upon and will not be binding or legally effective.
Only Contractors who have been prequalified specifically for this project with the Town of Braselton from the previous advertisement for prequalification are invited to bid. Bids from other than prequalified Contractors will not be accepted.
Bids will be received at the Town of Braselton – Town Hall, P.O. Box 306, 4982 Highway 53, Braselton, Georgia 30517 until 10:00 a.m. on November 18, 2021. Any bid received after said time and date of bid opening will not be considered by OWNER. Bids will be publicly opened and read aloud at this time and location.
The Project consists of, but is not limited to the following major elements:
Stabilize the banks of the Mulberry River by creating a more stable pattern and profile. This will be accomplished by modifying the existing stream channel and constructing Bankful Benches, Toe Wood, Rock J Hooks and Low Flow Deflectors to reduce the shear stress on the banks of the River. Approximately 32,000 Cubic Yards of material will be removed and deposited on adjacent lands.

The Project consists of, but is not limited to the following major elements:
The proposed park major improvements include: removal of existing in ground electrical outlets and installation of new inground electrical outlets; pressure washing of playground equipment and existing pavilion; construction of four (4) 18” tall circular concrete retaining wall block benches around trees; 4 new street lights installed within park; cleaning and painting of existing iron arch; installation of aluminum handrails at entrance to park; removal of existing wood post fence around park; installation of black aluminum fence with gates; installation of two new tennis court benches and trach cans; mulching of limited trails and landscape areas; planting of landscape areas; and other items as described on plans and in specifications.
Time of completion for all work associated with this project shall be ninety (90) consecutive calendar days from the date of a written "Notice to Proceed" from OWNER.
