PUBLIC NOTICE

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

 

JOB TITLEPublic Works Director

DEPARTMENT:  Public Utilities, Town of Braselton

JOB SUMMARY:  This job is responsible for professional administrative and technical work, in planning and directing public works activities in the following areas: water, wastewater, storm water, town maintenance, streets, and administration. Both in the current and long-term future of the city.

 

MAJOR DUTIES:

  • Supervises subordinate public work supervisors and department support staff, either directly or though subordinates.
  • Determines work procedures, prepares work schedules, and expedites workflow.
  • Issues written and oral instructions.
  • Assign duties and examines work for exactness, neatness, and conformance to policies and procedures.
  • Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operating.
  • Maintains harmony among workers and resolves grievances.
  • Adjust errors and complaints.
  • Prepares and documents budget request; administers adopted budget in assigned area of responsibility.
  • Plans, organizes, coordinates, supervises, and evaluates programs, plans, services, staffing, equipment and infrastructures of the public works department.
  • Evaluates public works needs and formulates short and long term plans to meet needs in areas of responsibility, including streets, drainage, water and sewer maintenance. Participates in the development or update of the City improvement programs.
  • Determines applicable codes, regulations, and requirements for assigned projects.
  • Oversees the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts.
  • Oversees project management for the construction of assigned public works projects.
  • Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.
  • Coordinates the preparation of reviews and updates Utility maps, storm drainage maps, database, and comprehensive plans.
  •  Oversees the maintenance of infrastructure and other records.
  • Responds to public or other inquiries relative to department policies and procedures.
  • Evaluates issues and options regarding municipal public works and makes recommendations.
  • Monitors inter-governmental actions affecting public works.
  • Assists in the training of city personnel in public works systems and techniques.
  • Maintains regular contact with consulting engineers, construction project engineers, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.

 

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of civil engineering principles, practices and methods as applicable in a municipal setting.
  • Knowledge of budgetary planning and execution.
  • Knowledge of the geography and boundaries of town.
  • Knowledge of water distribution systems.
  • Knowledge of water treatment practices and procedures.
  • Knowledge of engineering research and ability to compile comprehensive reports.
  • Skill in operating tools and equipment used for up keep of a municipality.
  • Skill of operating a computer.
  • Skill in planning, organizing, analyzing, decision making, and problem solving.
  • Skill in oral and written communication.
  • Skill in public relations.

 

SUPERVISORY CONTROLS:  The Town Manager assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.

 

GUIDELINES:  Include state and federal regulations, as well as town codes and ordinances. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

 

COMPLEXITY:  The work consists of varied management, administrative, and technical duties. The variety of job duties, deadlines, and emergency situations contribute to the complexity of the work.

 

SCOPE AND EFFECT:  The purpose of this position is to manage and direct a public works department. A successful performance will ensure safe water, wastewater, streets, and storm water services that are with in state and federal compliance, and proper maintenance of the city.

 

PERSONAL CONTACTS:  Include Mayor and elected officials, Town Manager, co-workers, state and federal water officials, engineers, and the general public.

 

PURPOSE OF CONTACTS:  Contacts are typically to give and exchange information, resolve problems, direct personnel, and provide services.

 

PHYSICAL DEMANDS:  The work is typically performed while sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools and equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.

 

WORK ENVIROMENT:  Typically the work will be performed in an office, outdoors, and in Public Works building. The employee is exposed to dust, dirt, grease, machinery with moving parts, irritating chemicals. The work may require the use of protective devices such as masks, goggles or gloves.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over Water Supervisor, Wastewater Supervisor, Engineer, Public Utility Inspector, and Town Maintenance. Plus supervision over all public work employees.

 

MINIMUM QUALIFICATIONS:

  • Graduation from a four year-college or university with a degree in engineering, public administration, management or a closely related field.
  • Extensive professional engineering and administrative experience, preferably including experience in public works.
  • Any equivalent combination of education and experience.
  • A valid Georgia State driver’s license.

 

PAY & BENEFITS:  This is a full-time position with benefits. Salary is depending on qualifications.
